RAM Regen defaulting to base - Patch 2.3

So I've noticed that, (I think it's this) changing cyberware will reset my Ram Regen back to base 25%. I just had it up to 51%, I must have changed something at the ripperdocs, as it's back to default. This happened once before in this game, I uninstalled all cyberware and popped them back in and that seemed to fix it? Didn't work this time, though, nor did quitting and loading. It's all anecdotal, I know. Anyone else had this? Netrunning in general is a little buggy, I have been able to apply quickhacks through walls to npc's - which I don't think you've been able to do for ages. I don't have Netrunner at level 60 so it isn't that, wasn't using Overclock either, netrunning and ram regen is buggy since 2.3. I started a new game, too, so no loading in old saves. Getting some odd UI using netrunning too, pulsing red, whatever, anyway had their RAM regen reset?

Most important consideration:

Are you using any mods, or have you ever used any in the past?
 
No mods, just the full game on GOG Galaxy. Haven't ever modded it, only official updates from CD Red. It reverted to base as I was playing yesterday and then when I played later in the day it was back to what it was supposed to be. I don't know what, if anything, is doing it. I assume it's cyberware changes, but I genuinely don't know.

You can send it in, but it's best if it happens again in a way that can be re-created. Especially if it fixed itself on load, that might mean that the existing save won't be something that exhibits the issue. Maybe grab a screen capture of 30 seconds or so if it crops up again.
