Food vendors on them day off?
If I lived in an apartment with such a huge balcony i'd be doing some bbq myself as well!

The nuke plant, if you get inside it there are vending machines that are usable and an NPC cooking. Another NPC cooking that is outside the fence to the south in the town where the nomad start is.
