Re-spec skilltree mod?

I checked the sticky at the top and didn't see anything there that allows a player to redo their skilltree prior to the Act 3 quest that allows it. I took a point in the vigor reduction to parry that I think might be useless now that parry does not use vigor.

Am I correct in assuming this skill is now worthless with the change to parry in 2.0?

Is there a mod that will rest my skill points?

Most of the TW2 mods haven't been updated for the 2.0 patch yet.
