Reavers being used twice!

So the guy had manually played two reavers already in round one. Kept one back. Then did a HENSELT in round 3 and the reavers returned. All 3. Is that normal?

He used neneke to put them back from his graveyard to his deck

Couple things could have happened.

- He could have used Nenneke to put the Reaver Hunters back into his deck.
- He could have used Operator to dupe a copy. T1 2 Hunters, T2 2 hunters.

Operator -> Shani would also be a possibility.
