When River gives me the shard about his nephew while in the car, the shard has no sound at all, i've tried both English and Brazilian Portuguese, but neither of them work.

Same problem (except I haven't tried other languages). This is my third playthrough and it hasn't occurred previously.
Edit, a few extra details: I'm playing on pc from the gog platform, the subtitles for the shard are also missing (goes without saying they're enabled) so I had to rewatch it on youtube to make some sense of it.
On a side note, I just drove there to meet my fellow police officer with a stolen police car, ironically. But as a standout citizen that I am I parked it on the parking spot on the side of the road before starting the skip time animation (from the game, not the menu) and my hard earned cop car was gone because it shared locations with River's.
