Save file will not open - "missing DLC" despite having it downloaded.

1. In the first load screen, I attempt to "continue" game or "load" my save file. When I do this, I am told that I am "missing the following downloadable content required to open this save: Beard and Hairstyle Set; New Quest - Contract: Missing Miners"
2. I am using the PS4.
3. This has occurred for the last hour. I was playing perfectly fine a couple hours ago.

I have uninstalled and reinstalled the game completely already and redownloaded all the DLC as well. This problem has started after downloading 1.04.

Please help!

Try restoring your licenses, under Account Management. Should be one of the top options.

I've had this issue before, hell I downloaded the Witcher 3 PS4 Landscape theme couple days ago, and I couldn't use it. Restored license, BAM! I can use it.

Guys, I found the solution. First I tried restoring my licences, but that didn't work so I started to panic. But it's all right because the solution is pretty simple, just rebuild your database.

Hi ! sorry , but ... this is my FIRST GAME and my FIRST CONSOLLE ... HOW can i rebuild databse ? sorry for my poor english ...

You hold the power button on ps4 pressed for around 8 seconds, release it only when you hear console beep for the second time. Ps4 will enter safe mode and you have to connect the controller with a USB. Then you just select "Rebuild database" and you are done.
