You may want to go straight to CDPR Support for this one:

That's about as close to the issue as we can get, I think.

Just a few points:
1.) Did you download the update from the same region on the same account as the base game for CP2077?

2.) Are you sure the 2.3 update was fully applied?

3.) Did you ever play on PC and use mods of any kind (using crossplay to transfer saved games)?

Quite weird :(
If you didn't, try to clear the cache, just in case :

That sucks about lost progress, but maybe a good opportunity to re-experience the game?
Clearing the cache didn't help?
How old were your saves?
If before 2.0 and Phantom Liberty release (September 2023), I would say yes, no doubt. So many things have changed with 2.0 update.

That's the spirit!

But there should be a way to recover the saved games unless:

1.) You purchased the DLC in a different regional marketplace (which may still be exchangeable/refundable).
2.) You purchased the DLC on a different account (which may still be exchangeable/refundable).
3.) You had modded the game on PC previously, which will very likely make those saved games incompatible. (This is the only situation where you may be completely hosed.)

Aside from that, Support should be able to help you or at least guide you to the correct contact at Sony.
