Serious input lag issue

I just bought the game today and im having some serious issues with input lag. It's completely unplayable theres at least a 3 second delay when i try to move or look around. Ive updated my drivers, changed the settings to low and tried changing the mouse settings. Heres my specs if it will help. AMD phenom II X4, Radeon HD 4350, 8gb of ram.

The HD 4350 isn't enough of a GPU for the game. It has only a small fraction of the computing power that's needed.

You'll be wanting an upgrade to at least a 5670 (that's what I use on one of my rigs) or 6670, or better yet to one of the top recommended cards (nVidia GTX 460 and up, AMD HD 5850 and up), to play this game as it should be. Since you have a good CPU, I would put a good graphics card with it.

Anything more than the 5670 or 6670, and you'll be needing to think about a power supply upgrade, too.

I have the Radeon HD 6850 with 4GB of RAM and 3.68 GHz CPU and can run the game fine on normal specs but changing to high will drop my frame rate down a load and makes it frustrating to play.

What CPU is that? Note that frequency is not *that* important for a multithreaded application like Red Engine. You need at least 2 cores, and probably 4 for high and ultra settings.

I have a Phenom II X6 oc'ed to 3.7 GHz, 8 GB RAM (same as 4, doesn't matter for games until they have 64-bit executables) and GTX 560 Ti and run it flawlessly (45-60 FPS) on Ultra minus ubersampling.

Looks like a good deal. I play medium settings 1680x1050 with a similar 5670 and a dual-core, so you should get a little better.

What power supply did you choose?

this one http://www.newegg.com/Product/Product.aspx?Item=N82E16817182075 the minimum power reguirement for that card is 400 watts so that one should work fine.

It's better than the manufacturer's power supply, anyway. A 450W supply for that card is overkill; graphics card makers do that because people buy cheap power supplies that don't deliver anything like the rated wattage. I'd be surprised if the computer actually drew more than 200W running full speed with that card. But you'll be fine.
