A question, I've been playing on Normal (2nd) difficult, and I always overhelmed in character level quickly if I do several sidequets. Getting one level up in game difficult balances the XPs? Or it happaens the same issue at any level?
I'm playing on "Blood and Broken Bones" (3 out of 4) and always have points to spare. Currently level 21 with 10 unspent points. Coupled with enhanced griffin armor, I'm beating the living crap out of everything even in quests that suggest a higher level, like 25.
I think this game, like TW2, is poorly balanced. At first it was pretty hard but now with my mix of sword damage and sign area and intensity it's almost no challenge. There's also the effect of learning the combat system, but at this point I either destroy anything or get destroyed in one hit from overpowered creatures. Except in fist fighting, even a 5 year old can beat Geralt if he's not parrying.
One way to control how you level up is preferring secondary quests and contracts, which give you little XP. Once you're ready to level up pursue the main quests which give you tons of XP.

As an adventure update, I'm in Skellige. Completed some fun and easy quests and found all superior griffin diagrams. All I need is three more levels to be able to wear it.
By the way that's such a silly, game-y decision. What ARE talent points and levels and why are they a requirement for better armor and swords? And why is the damage and defense scale so ridiculous? Even enhanced gear makes initial *Witcher* gear look like toys. How can a slightly more padded armor be several orders of magnitude more protective? I think the Reds saw this too much as a video game and not so much as a role playing game. A good compromise would have been to define a sensible damage and armor scale and place different materials in different places. Crafting could be a linear combination of process and materials, yielding different damage and protection numbers with magical bonuses on top, like sign intensity or stamina recovery speed.
Anyway, moving on. I have a spare shirt and looking forward to Kaer Morhen, no idea when it will be available.
