I noticed that too, it's not all the time and it seems "new" in 1.31 (I think). I'm not sure where it comes from
Besides, if you "see" it again in photo mode, you can try to deactivate the depth of field, to see if it changes anything (like in your first screenshot, maybe it could desappear with depth of field on off).

If you are Corpo, V say to Jackie it's useless to think they can use Saburo's AV and even useless to think they can "drive" it (due to the security and the AI aboard). It's only for pick up Satori and the Databank.
Oh, yeah the shard "Literature" (Chrome Night Love) is a "random" shard who you can find it in many place in Night City.

Just a thought
Maybe Johnny doesn't think too much of it since he clearly said that "she's not dead" for him (during "Transmission"). So basically that doesn't mean anything this "location" (an empty box, just for those who don't know what it really happened... contrary of another character in one of the endings)

He does have more to say about Barry's friend Andrew than about this location. I think there was more potential for this area, the Columbarium in general, than is in the game. Strictly from a narrative point of view or perhaps just fleshing the City out. 'Constructs' could be everywhere. From just simple hologram images to interactive ones based on the deceased personality. For example, you could interact with people you knew in game that had recently died. They wouldn't be as complex as any found in the Relic 2.0 of course, but I wouldn't put it past a greedy corp exploiting the grief of the departed's friends and family.

Even the Relic 1.0, it's the richest people among the richest who can afford it... I'm not sure that those "people" would really like to rest in peace nearby a turtle (or even a doll, a merc or anyone here)
As Viktor says "V is the less fortunate of the Relic users, literally and figuratively"

Besides, Relic 1.0 is the only one available for "those who have enormous financial means". The Relic 2.0 is a special order, unique, fully supervised and intended for Saburo's usage only (or his close family, except Yorinobu probably...) As Saburo says in the datapad in his AV, he'd rather turn Night City to ashes than drop it between the hands of these "barbarians"

The parade. Think I got rid of blurried edges I`ve mentioned last time. Not sure if its related so I will have to test it more but I switched off motion blur in game menu and turned on sharpening in 3D settings of Nvidia control panel.

Would spoil few things if he did say pretty much anything meaningful. V can study columbarium way before getting relevant story segment.
