A "possible" explanation could be that you have to do "specific" quests for "spawning" this person. Like now, I'm level 42, but I didn't start Automatic Love nor Ghost Town (I was around level 30-35 on the screenshots).

A couple of weeks ago, I wrote some fan fiction for Cyberpunk 2077 and tried to visualize 3 of the characters involved in the story. I tried to create them using the game's limited character creation. They're a bit younger visually than I had written them. Maybe I'll try MetaHumans, but that I find confusing.
Corpo V female. A Techie / Sniper. Likes stories about Sherlock Holmes.
Nomad Male V. I was thinking he'd be the leader of the 3. Specializing in Assault weapons, machine guns mostly. His aim isn't all that great. Purely by accident, I think I created Jim Jefferies. He can spin some great stories.
Street Kid Male V. The 'new guy' of the group and the youngest. Primarily a Melee specialist.
He makes friends easily too...
