Does anyone know if activating Wrecking Ball counts as blocking? Does the Fly Swatter perk work while sprint+blocking?

I want to be able to sprint while blocking to negate -40% of incoming ranged damage.

Here is my main build, my weapon of choice is Jinchu Maru because it gives maximum critical chance and bonus against elite enemies when you use Optical Camo. You can slice n dice everything and almost never run out of stamina. Most enemies just die before even noticing you are there and while the armor is pretty squishy your mitigation strenght and mitigation chance are always high. To make things better Peripheral Inverse lowers whatever passes through your mitigation and Counter Shell prevents sniper from one-hit-KOs. The ICE on the cake is of course Self-ICE to make NetRunners completely useless against you.

Here is my Chrome Compressor Cybertank Build with 730 health, maximum armor and damage reduction. I like this one more as an attribute reset from my Cyberninja one because I haven't tried any mission with it besides DFtR. This build isn't geared towards stealth and more towards not giving a damn about bullet damage while shooting back with the Mallore or just standing still and blowing things up with O'Five like a tank would. In case of that pesky Max Tac mantis blade getting close use the golden bat to slam the floor for stun and kill her with a beatdown.

Here is another version of the tank build more resistant to close quarters damage which I can maximum health build since it combines every hardware that increases health. It has 716 base health all the way up to 899 if you get the perfect +7.5 health per cyberware bonus.
