It was a random drop for me, Double-Shelled AT-AK Modular Helmet, according to IGN it's sold at Clothing vendor near Sutter St. (Kabuki) in Watson.

No worries, wasn't actual black all over, back of it was yellow and it was only rare with 1 mod slot so I stupidly deconstructed it to get the fortuna crit mod back from it when I got a white version that was legendary and haven't seen another black one since
