Sadly, some item or objects you can only get via "modding" so far.
In other words, it seems unobtainable in the normal game or on non-PC versions.

Not that I have seen.

I actually guess that is because some of the body tattoo options for V include leg tats and putting fishnets over leg tats might be a bit of a problem.
