Side quests in Velen won't trigger

Hello everybody
In the far east of Velen , in the small village of Belkenham there's a "!" above a farmer's head but no matter how many times i talk to him he just answers like any other NPC the quest won't trigger , and at any time of the day ....i got the same issue for another quest in the far north of Velen next to a mill . Has anybody got the same issue?

can you post screenshot of map locations I can check if they trigger for me

I circled both places , the "!" appears as soon as you get close

I went to Belkenham and was able to get two quests there:

The Truth is in the stars

Contract: Phantom of the Trade Route

Maybe you already have those quests triggered or completed? Which one cant you get?

They can't be triggered since the exclamation point is there / in Belhenham i'm talking about the guy who is sitting next to his house
What level are those quests ?

well both quests were from guys sitting outside their houses, one is a "refugee" and one is an "old man"

The contract is level 23

The other quest didnt have a suggested level

Where are you in the story currently? Maybe i'm not far enough to unlock these quests
And what about the old lady in the other location i marked , north of Velen?

Went to the other location and couldnt find any exclamation marks there at all

Also I am not far in the story am doing Nilfgaardian Connection right now

well now i'm wondering if it isn't just a display bug and there's actually no quests
