Similiar fps on Rtx 4090 like on 3090 ti on 12900K.

Hi. I have 12900K stock

32 GB 2x16 GB DDR4 3600mhz

Palit Gamerock Pro OC rtx 4090

1300W Seasonic Platinum Prime

Aorus Elite DDR4 Z690

Windows 11 2H22. Updated new nvidia drivers.

I swapped from 3090 Ti Gigabyte Gaming to Rtx 4090 Palit Gamerock. So using 1440P ,RT PSYCHO,all ultra + DLSS QUALITY i have similiar fps whenn driving, like was on 3090 ti. And my gpu usage is less 10% than on 3090 ti. When i turn off dlls my fps is higher 25 fps +- more. So why using DLSS QUALITY i have similiar fps like on 3090 ti ?
I am cpu bottlenecked?

Can't really say, but from what I saw here and there (4K all graphic options at max) :
- DLSS off : +/- 45 FPS
- DLSS Performance : +/- 100 FPS
- DLSS Performance + Frame generation : +/- 135 FPS

Depends on resolution. No cpu can keep up with a 4090 at 1080p in any game pretty much. 1440 some games gets cpu bottlenecked some dont. its not until 4k that you really see it become allways gpu locked.

When i go out from a car then gpu usage raise to 90% and i have 40 fps more than on 3090 ti. Just when driving i dont know why.
