Skill reset after Load

Hello,

Just for test i get my crafted to lvl 20.
now i buy skill name "Crazy science" got 2 points invested = 12%
my Ashura legendary sniper rifle sell price is 4846 - with my skill it was 5428.
But after i reload the game the normal price back to items from before 4846

So load game will reset skill bonuses and after i hit another lvl i get only 1 % and if i save the game and load it again it back to 4846 again.
