Smaller sidequests don't trigger: face me if you dare x 2 and A walk along the waterfront

I am currently a LVL24. I have gone back to Novigrad but now the smaller sidequests don't trigger.

Face me if you dare: Ronvid of the Small Marsh stands there with an exclamation mark above his head near the gates of Novigrad but can't interact with him, and the cutscenes never triggers. This quest actually never triggered even when I first got to Novigrad, so I think this is a bug, not just a level issue.

A walk along the waterfront: No matter what time I walk along the docks in that location, there is never the the cutscene.
