So many locked locations

They cut so much out and what they ended up with was still a mess. My guess is since they couldn't make bare bones work, they went with skin deep and it still stinks so they decided to release what they had and hope for mercy.

they come in later missions, if you took them

Vs mansion = the Sun Ending
Atlantis bar = part of Silverhands mission
Konpeki Tower = Heist mission and yeah sure... as if you would be able to enter the Majors room, or any other gueest room
Maelstrom Hideout = part of a mission
Secret room = part of the BD mission wher you get captured and are naked
 
Secret Hidden Town Yucca = part of the Nomad life path
the shuttle side will be part of a DLC... its one of the endings, and already teaserd

In the context of never having finished the game, I completely agree. And yeah, some people are confusing "locked door" with "cut content".

But once the game is completed, there's really no reason some of them should remain locked. V's mansion especially, as it would have been a cool reward for completion of the story no matter which ending path you pursued. Konpeki and the meat factory most of all, because even if you go back after finishing the main quest, you're still waaaaay past the part where they're needed.
 
It's cut content!!! We must believe and hope that the developers interiors will return in some future update/ dlc.
