I had the same problem. Like some ppl in this thread mantioned, there's something you're carrying that makes this happen. Here's what i did. Try putting everything you are carrying in a stash (you'll get it back at the first town in NG+) and make a NEW SAVE, don't overwrite an old one. And then start a NG+. It should work just fine.

yea thats what I ended up doing. thank god someone fount that exploit to get around it! I hope CDPR knows about this issue is working on it because people shouldn't have to go through what we just gone through for 2 days just to get it to work. It should right away by the way they tell you..They don't tell you that you need to put all your stuff in a stash (be naked) and then save a new game save file in White Orchard (thats where i went). To get it to work. Its definitely a bug/glitch whatever you may call it.
