So this has come up before and I had not seen anyone post this info. One of my complaints was not being able to use the gun range to shoot.
However it turns out I found one gun range were you can. Gun o Rama in Watson Kabuki . 3 NPC are using 3 of the positions to the right. The LAST spot all the way to the left CANNOT be used however the two remaining spots can. You must get very close and wait a few seconds then you can draw your gun and fire all you want at the targets and other objects (like buckets) in the range.
Why the heck did they do this? I tried this range before but "murphy's law" I tried the spot all the way to the left and decided the range just could not be used by the player.
Dumb luck I found this, I am not sure why I tried it again expecting a different result...
