Something is off with damage calculation and/or weapon stats

So I did a side-by-side comparison of Hypercritical (iconic Kolac) and a non-iconic Burya, on a char with 20 cool and tech. I found that the latter consistently deals roughly 2x damage of the former on (non-charged, non-bolt) critical headshots, which seems very strange because Hypercritical has:

- more base per-shot damage
- higher headshot multiplier
- equal armor penetration
- an extra 100% crit damage

Is there something off with weapon stats? Is there a hidden penalty for weapons with explosive rounds? Am I missing something else?

Actually, I just noticed that on body-shots, the Hypercritical does much better. In fact, I wonder if its headshot modifier is bugged and not working at all.
