Sound sttutering\looping

Ok so this problem is becoming more and more prevalent in my game and it's making it almost unplayable to me right now.

I just have these super-annoying, strange loops\stutters in audio, as in the audio would get stuck playing a certain sound for like a second. It's kind of hard to explain.

It happens in gameplay and in cutscenes, it could be any sound - music, speech etc. No real pattern to it, though I did confirm it's not caused by my PC's performance because I actually tested the game with the lowest possible settings and it's still happening.

I've tinkered with the sound card settings as much as I could and it changes nothing.
The only time I managed to stop the problem is when I plugged my speakers to my onboard Sound card (I have a SB Audigy otherwise) last night and the sound quality was worse for sure but at least I could play. Now that solution doesn't work anymore either.

Any help would be appreciated.

Re you running the latest drivers for your sound card ? You didn`t say but are you running in surround sound ? If so try running in 2.1 to see if it helps the problem any .
