Spector the mysterious vendor

Ok when you're
up in the high rise for Kerry's after party he introduces you to a guy named Spector, supposedly he has the preem stuff and Kerry will get you the "friends and family discount". When you got to talk to him to see what you got Kerry pulls you away saying you can talk to him later but after our roleplay segment Spector won't talk to you...is this bugged or does he have a hidden shop we need to find?

I don't remember where exactly. I was just going from shop to shop on my map looking for legendary recipes when I saw him. I was pretty disappointed in what he had in stock. I was expecting better after being talked up b y Kerry.

Really bugs me the map is so generic. I hate thinking the DEV did this on purpose so you would be "encouraged" to use the PAID $$$ on line version instead.

Maybe its just that melee shop he has, bummer.

With how unfinished this is and how much cut content there is. Would not be unreasonable for the devs to mention a vendor and just not put the shop in.

he is not mysterious, you can meet him after quest (and before), blade merchant Japantown. You can ask him about Kerry, when they met.
On other hand people, who, clearly, didn't finish Kerry's storyline, whining about cut content = funny.
