Except they are because it's the ending. You are not getting away with denying they're cured because it's in the game.

Alt tells you she can cure you. It doesn't work out that way. Takemura tells you Arasaka can cure you. It doesn't work out that way. Now Panam tells you she knows people in Arizona and she assures you will be cured, because no particular reason. V agrees, also because no particular reason.
Despite this, you chose to just believe in Panam's optimism, who offers no actual reason why we should be optimistic. You just go ahead believing V is going to be cured. But don't pretend that it's the writers' intention to tell us this is what's going to happen. Because the game actually tells us the opposite. It tells us not to believe the promisses of a cure. It's your choice to believe in the cure, not the writers'.
Panam really has no idea how all of this works and V too has always had to rely on others' expertise (Vik, Hellman, Alt). They're both completely unqualified to make any credible prediction about V's health. What they are qualified to do, is to "never stop fighting". And that's what they chose to do. And no, the Tarot does not confirm V is going to be cured. It doesn't refute it either, but I don't need that to doubt baseless promises.
