[Spoilers] Queston about NCX the airport spaceport

Please know there might be spoilers below for both Phantom Liberty DLC and the main game.

tl ; DR did they only add the airport after Phantom Liberty?


Ok I don't think it will be necessary to delve too deeply into any of the story or any of the possible outcomes/endings.
I have only finished the game 1 time, phantom liberty I helped So Mi get where she wanted to go, if you catch my drift.
And for the main story I chose the Sushi method and ended up in the same place as So Mi.

But I have not finished any other endings or read about them so hopefully we don't need to spoil those.

Pretty quick simple question: Before the DLC Phantom Liberty, did NCX the airport/spaceport to the west of night city..did it even exist?
At all? Was it there but blocked off like how Dogtown was?
Because from my 1 playthrough it appears that you never have any missions to the airport except for Phantom Liberty helping So Mi get to her destination....

There was an inaccessible island where you could see rockets standing in the earlier game...apparently you could occasionally see a rocket take off from there, although I never saw that. But the roadway and bridge out to the island was only added with Phantom Liberty AFAIK. I'm pretty sure I never saw it before then.

I THINK the bridge was there (might be wrong but I vaguely remember seeing it from the distance) but you couldn't drive it. Launchers really did lift off very, very occasionally!

Yep, before PL, it's totally locked and the only way to visit the island is to use mods (like no-clip or free flight).
And yes, you can see launchs, I saw it often, I'm pretty sure I posted screenshots on the forum a while ago, but I played a lot so...
