Spotter not working as described

Weird thing happened yesterday in a couple matches. My Spotter could not boost self by a revealed units base power. I used to be able to pick any revealed units, but yesterday I wasn't able to pick a gold revealed unit. The funny thing it actually worked in an earlier game. It actually cost me the game

It's not a bug; the patch notes say Spotters will no longer be able to target Golds.

Was the "earlier game" before the update? Because that's the part that sounds like a bug to me, if it was on the Midwinter patch.
