Raised this issue with support as well, so will update this thread in case of a reply.
1. Legendary Items Static Drop Stats
Since patch 1.1 Legendary items drop with fixed mods/slots. Before 1.1 items dropped with 0-3/4 mod slots, you could reload a save before picking up the item to get the max amount of mod slots. My REINFORCED COMPOSITE-LINED ROCKER FOLDTOP on my current playthrough will have only 2 mod slots. If the above reload option is now disabled, we should have the option to upgrade the mod slots via crafting/upgrading.
2. REINFORCED COMPOSITE-LINED ROCKER FOLDTOP - item dropped with 3 fixed mod slots, with always the same 2 mods (even after multiple reloads, as described above.) However after the item is picked up/equipped it only has 2 mod slots. (img attached - video in the link)
3. REINFORCED COMPOSITE-LINED ROCKER FOLDTOP graphical glitch - leg texture is misaligned (img attached) - this glitch hasn't been fixed since launch...
