stealth in this game. anecdotal observations and a suggestion

at the start of the game enemies will see you through walls, will inherently know your location as soon as someone dies (even if not in same network). cops, well we all know how the police system in this game works. this is in stark contrast to stealth once you've leveled the relevant perks and have become proficient w/in the stealth tree. my character is currently able to walk up to two people having a conversation, grab one from behind, drag him to a dumpster in front of his partner, break his neck and toss him in, then proceed to walk behind the other guy who hadn't been "alerted".

my suggestion would be some form of cloaking device, or perhaps a form of wide-spread visual hacking that's done upon crouching
