Steam - 1FPS WHEN GAME IS IN FOCUS

I just got the game today but I cant even get past the menus. Its constant stuttering and about 1 fps. When I alt-tab or have the application run behind a different program I see its running smoothly like it should but when I bring it back into focus its stuttery and I cant even move the mouse. I can't figure out what is causing this.

This is what happens when I launch the game. Alt tabbing the game fixes it but when I tab back into the game it goes back to 1 fps.

Have you tried launching the game by using its own .exe instead of using steam to launch it

Seen a few people on the steam forum with the same issue but when launcing it directly from the games folder all is well.

Asus AI suite is something else that caused the same behaviour If you have it Installed.

Enabling xmp in bios has also helped.

I dont have any bloatware from manufactures installed and made sure to close every program running and it still happens.
