Steam EE version/VO option resetting

I just bought this game on Steam. I already own a boxed copy and a copy on GOG as well, and never had this issue until now. I'd like to play with Polish VOs and English subtitles, however whenever I restart the game, it keeps defaulting back to English. I've tried looking for an INI file to change it manually, but cannot locate it. The funny thing is, NONE of my other custom options are changing, only the VO option.

Try Steam>library and right click the witcher and select properties and in the dialog box tick the language tab and from the drop down menu select Polish language . Steam should then download the Polish language . When finished it`s usually best to exit and restart Steam . Then retry the game .

I realize I didn't mention this in my OP, but the Polish VOs DO work. The problem is I have to change it from English to Polish every time I start the game; it doesn't save that setting. Still, i'll give this a shot just in case.

Edit: Ok, so I tried that...and it kinda works. When switching the language from English to Polish within Steam, it sets the game as Polish VO AND text. When I set the text back to English and leave the VO Polish, then restart, it reverts right back to Polish text. Basically, it's either always Polish or always English depending on the Steam setting, and changing it in the game only affects the current game, and resets itself everytime I restart. This is funky.
