Steam Hangs with Game in Constant Run State

I just installed CP 2077 on a new Win 11 machine, and every time I exit the game, Steam continues to say the game is running permanently. The only fix that works is exiting Steam completely and re-launching it.

2 crash dump files are generated every time this happens, and I believe it has to do with RED Launcher. However, if I use "--launcher-skip" in the Steam launch string, then Steam launches the game directly, bypassing RED Launcher, but when I exit the game, it still hangs.

The crash dump files in my AppData folder, generate a GameInput and Red Launcher file.

Please note, I do not use a controller, or have one plugged in. I only use KB+M, and I've never used mods. It's a clean install on a Win 11 machine.

I could be wrong, but from what I know and read on the net, it happens with many and any games. So it's likely an issue with Steam itself. So I suggest to reach steam support if you didn't yet.
 
I will guess that it's connected to cloud features. (But this is a mostly blind guess. Just can't think of anything else that would affect numerous games the same way.) You could try disabling cloud saves and see if that does anything.

If contacting support, I'd send a ticket into both Steam and CDPR. I've heard of games crashing on exit, or taking a long time to close...but stuck running permanently? That's a new one.
 
I should clarify a bit.

This only happens with CP 2077, as I have and play other games right now, including BF6, Toxic Commando, State of Decay 2, Dying Light 2 - and they all exit and stop running on Steam fine.

When I exit CP 2077, I get dropped to the desktop where Steam still considers the game in a "run state" and I cannot relaunch the game at any point afterward unless I completely exit and relaunch Steam. I've checked task manager and the game exe is not actually running, it's just considered to be still running in Steam. Also, the RED Launcher that appears when I start the game is no where to be found when I exit the game (no task or process either). Upon further investigation, every time I exit the game, 2 crash dumps are generated, which I attached in a zip file on my first post. I believe the RED Launcher to be the culprit, but I'm not sure how or why.

I've reinstalled the RED Launcher using the installation file in the CP 2077 folder, and it gave me a repair feature which I used, but does not fix the problem.
 
This selection of games doesn't completely rule out that the issue might occur with other games as well but still, as mentioned before you could send a ticket to Steam and CDPR support so they can investigate.

That being said, I had the issue a couple of times with other games and software in the past, once even without steam. I think the issue can have different reasons. But if a game is demanding for a PC for some reason it's probably a bit more likely to happen. But I can only guess at this point, no idea what's really causing it in this particular case.

Try this test to see if it's the culprit.

- Type 'Services' in the taskbar
- Find: GameInput Service
- Stop it
- Set Startup Type → Disabled
- Start the game, play the game, then exit the game and see if Steam reverts back to "Play" normally.

Yes, but if you look around the net, other people encountered the exact same issue but with other games... And generally, it's one single game, they have no issue with their other game they play. That's why I doubt it's due tothe game itself, but rather with Steam or with windows or both.
Again, as suggested, you should directly contact Steam Support for help and also, like @SigilFey said, CDPR Support in case ;)

I second disabling the GameInputService to see if that has any effect. (If it does, that's neither Steam nor CDPR...it's Windows.)

Ok, so I just had a really long play session (10+ hrs), and just quit to desktop after saving. Steam sync'd to cloud, and then all is normal. It closed properly like every other game. I'm on the Heist mission. Maybe I needed to proceed far enough for stuff to work? lol

Nah. It's like everyone suggested: probably just a goof with Steam, the launcher, general traffic over your ISP, etc. Sometimes, computers do "things" for "reasons."
