hi i would like to ask if anybody knows.... i have an issue with the steel sword on the screen on the left the sword is red... i have to buy, obtain a new one or go to armorer?? what can i do?

The sword is broken (as in, has significantly lowered damage due to low "health" %). You can visit a blacksmith or an armourer to have it repaired, or you can repair it yourself if you have weapon repair kits in your inventory. Such kits can also be bought from blacksmiths.
i suppose the same stands for the chest armor?
also i cannot take advantage of the mutagens or any other items in order to restore my health..... what i do wrong? sorry for lot of questions i am not generally an experienced player

Yes, except you need armor repair kits to repair armor.
What exactly are you trying to do? Mutagens can't be consumed, but food (and the Swallow potion) should work fine.
If by mutagens you're referring to the red, green or blue ones you get as loot from monsters you kill, they can't be consumed directly. However, they are needed to brew some potions and decoctions which is what Geralt quaffs to buff.
