Not sure if this is a bug or expected behaviour, but I was recently trying to pull off a combo with Stefan by playing him first, then using Calveit's ability to play a tactic out of the deck in the hopes of then immediately triggering Stefan's ability and replaying the tactic. Problem is, Stefan remained dormant. Is this normal behaviour with orders (and no zeal)? I generally don't play order cards or NR because I find them dull as hell...
Yes, that is normal because your turn hasn't ended. Since he has Orders and no Zeal, his ability won't trigger until next turn.
