This one is inside the house, downstairs? If I'm not mistaken, it becomes accessible after Junior quest line. I think I have visited there before the Junior quests and it was open then too. So it seems to me that it's possibly blocked only during the Junior quests. Feel free to correct me if I'm wrong.
