Stuttering, while running @ 30hz+vsync and constant 30 fps

hey guys. im running the game on my tv @ 30 hz with vsync enabled.
(hd 7950 @ 1150 mhz, installed on ssd)

in first place, the game runs very smoothly on my tv screen with this refresh rate.
but at times it feels like the fps are dropping (framerateoverlay displays constant 30 fps) down and the game begins to stutter for 1 or 2 seconds.

how can it be, that the game´s stuttering while having constant fps? perhaps setting the max framerate to 30 hz not per ingame menu but with 3rd party tools, will get me rid of this issue?

any suggestions?
ps: already tried it with radeon pro, but the programm doesnt override the ingame settings :/

the answer: frametimes
That counter displays frames per second...but you are seeing stutter because the frametimes are not constant at 33.3ms ... on average it´s 30 frames per second but sometimes one frame is 40ms and the next is 26.6ms the next 50ms the next 16.6ms and so on...you see that the average is 33.3ms per frame (30 frames per second), but frametimes are all over the place
this is why FPS is the most stupid way of messuring smoothness of gameplay... it´s simply marketing and stupidity of consumers
if you have a game that can keep 33.3ms CONSTANT then it will feel smooth..not as smooth as 16.6ms but still very nice...
this game is poorly optimized and bugged and it´s not worth your time...it´s a shame really, because the story, universe etc. are very good...but that´s it...
I can´t enjoy the game if I see the horrible stuttering etc.

ive logged the frametimes and they look quite good for me :/ by far not as bad as it feels ingame. but im not familiar with this. perhaps u guys can evaluate that way better.

here is a small outtake from the chart (with the biggest frametime differences in 30 seconds of recording):

yes...it´s enough variance...but it depends on your brain and eyes...some people are more sensitive to stuttering and others less...

That's the reason why I use fps limiters in many cases. Vsync should limit you to 30 fps but it doesn't do it really well. Use 30 fps limit in addition to vsync. I don't know if amd drivers have good fps limiter but if not try using RivaTuner.

This is not the case for all games, but when you see solid fps in game yet you notice stutters almost 100% of them can be fixed by using 30 fps limit in addition. There are also good options available to Nvidia users like pre-rendered frames and vsync mods, tear controls. These setting in addition to fps limiter provide us the way to fix stuttering in most desperate cases. I don't know if they exist in ccc.

Some games are doing well with in-game vsync though. The Witcher 3 is not the case for me ghough. So I use the same method as I mentioned too.

yeah, the 30 fps limit is a good thing kajori. i already set it up per rtss, like the link form vladgiurgiubv said...

made me seeing some light in the tunnel. but it also doesnt work out well.
