Sudden fps loss after 1.04 patch on pc,steam

Before the 1.04 patch i had 55-85 fps on high with geforce 1080TI and i7-8700K 32GB ram ssd and now i have 13 fps regardless if i change graphic settings.
Things i have tried
-turning off steam overlay
-verifying game data
-loading different save
-Going to a different location

If you didn't change anything else that might cause a performance loss, it's definitely something worth reporting:

But before you do that, perhaps make sure that the patch didn't change any of the settings for some weird reason...

i posted a bug report but the website is so scuffed that i doesnt tell me if it sent it, and sometimes it just gives errors.
ive fiddled with the settings and found no reason for the fps drop.
