The "cheap" ones come biting you in the ass afterwards: 65% efficiency means 35% of your money for power out the window. You should choose a PSU with 85% efficiency, which is currently state of the art. It will pay itself in less than a year by reducing the power costs - of course you will burn more power with a stronger card anyway; but more efficiently.
Also, that PSU looks rather cheaply built with the naked cables and who knows what's under the hood...For reference: I have the GTX460Amp (the oc one), which is quite big and if I had a regular case, I wouldn't have any room for harddiscs behind the graphic card. I have a bigger than usual midi case with a hd insertion system to the side (90° rotated), which works out nicely. Just installed a 700W PSU (but only because they sent the 700W instead the 600W I ordered), but I also have a Phenom II quadcore, so I'm not too broken up about the additional margin.
The ventilator I'm hearing is not the 140mm of the PSU btw., but the fan of the graphics card, that will always be the loudest with this generation of cards.Good airflow in the case is also important, with one ingoing fan at the front additional to the PSU fan you should be okay. Okay, I'll stop now and not tell you how I try and filter every bit of incoming air, because dust is such a killer...
