Tactical Decision leader not working as intended [patch 7.2]

If a deck has 2 or less cards the game forces player to return 3 cards from hand to the top of the deck. Exactly 3 have to be picked at all times, regardless of how many are drawn.

Yeah I've just experienced the same thing.

Update: Using the ability with only 2 cards left in the deck caused the bug, drawing 2 but returning 3.
I used the ability with 8 cards in my hand and it worked correctly, drawing 2 and returning 2.
