Tax Collector in Oxenfurt not triggering.

So I have the DLC on both the Xbox One and PC, and I know there's a tax collector that's supposed to appear in Oxenfurt near the sewer entrance because I've gotten him repeatedly on the Xbox One saves.

Anyway, the I'm doing the quest now and he didn't appear for me on the Steam version.

How much money did you earn/do you have on your bank account? I heard this guy is going after people with too much money, for example. exploiters.

Actually you can trigger him without exploiting,
For example: After Finishing the game, waited for "Hearts of stone" and decided to check/loot any place of interest in Skellige (except the the lvl 48 Gryphon up north). Actually I was eager to know if there would be any other nasty higlevel monsters on small islands around skellige.

When I reached 70 - 80k on my Bank Account after selling armor and crap to merchants, the tax collector paid me a visit.

That makes sense. I only have 8k.

Let me give myself a bunch of gold and test that theory out.

Edit: You are right. So relieved to know that this isn't another bug. I added 30k gold to my inventory and it triggered.
