Temerian Armor NG+ question

I plan to purchase Temerian Armor Set at white orchard , but the stats has not change, it still the same at merchant inventory
I'm playing on NG+
Is this normal?

On PS4 it doesn't scale to level 29 version, it stays at level 4. I have no idea why and if they plan to fix it. But pay attention to resistance stats instead level and armor stat, it has higher resistance than Kaer Morhen armor.

Armor is not worth it in NG+. It should have been scaled but it isn't. Will they fix it in a patch? I hope so. Because it just doesn't make sense in NG+.

Kaer Morhen armor is better in NG+.

Its's a bug i think, anyway at this point you should have a mastercrafted set to start NG+ that is surely more powerful.
