Texture pop-in and graphic options in general

Hello all,

I've noticed a severe object pop-in while walking especially around grass. I don't remember if it was there before the patch or not but it's distracting.

My PC is powerful enough and I have selected ULTRA settings except Ubersampling. Another thing that I noticed is that the preset PC congigurations ini files have some entries that are not found in the user.ini file. Moreover, the shadow settings do not change at all regardless if I choose low or high Shadow settings on the game configurator.

Is there a bug with the game configure program? Anyone from CDR to answer about this issue?
How can I fix the horrible object pop-in? Why shadow settings remain the same in the .ini file?

Texture pop-in: If it's sort of like in the video below, then it has been around since the game's original release. The odd thing about it is that it doesn't happen to everyone (or at least not everyone notices it), and some people claim, just like you, that it suddenly started behaving this way, convinced it was not like this before. It could be a case of simply not noticing it at first, but once you do notice it, it's impossible not to see it all the time. Anyway, as far as I know, nothing conclusive has been said (by CDPR or otherwise) as to what causes this and what a possible fix may be.

Configuration utility: Yes, that thing has been buggy or unreliable at best, again since the game's original release. Apart from "hidden" settings such as Foliage Distance, the shadow quality setting doesn't seem to work at all, if you're using the program. Most people adamant about these things, have made a habit of going into the program and loading the Ultra preset, then apply them and exit the program without making any changes. After which, they launch the game once, just to make sure the settings stick, then exit the game and go make whatever changes they want, manually, in the user.ini file (found in your Documents\Witcher 2\Config directory). First thing you do is set CustomRenderingSettings=0 to read CustomRenderingSettings=1, and then just fiddle and tweak with everything to your heart's content. There is a great tweaker for this, up at the Nexus (link), but I don't know how safe it is to use with EE, as EE adds a couple of other settings. Comments suggest it works fine, however.

For reference, I have manually edited those shadow settings to read as below, which corresponds with the intended settings for the Ultra profile. (You can find these in the Documents\Witcher 2\Config\profiles directory.)

Code:
MaxCubeShadowCount=3
MaxCubeShadowSize=2048
MaxSpotShadowCount=3
MaxSpotShadowSize=2048

I have come to the conclusion that the EE broke the game. I had to manually download Parts 1 and 2 of the huge 10GB patch, then got much worse framerates and lots of texture pop-in when I started a new game. I'm using the same drivers and hardware as before: Win7, PhenomII X4 3.6Ghz, Overclocked Geforce 560 ti gtx with 295.73 driver.
So far, there has been no response from CD Projekt on the News section or Twitter. I adore this game, but now want a new patch or my money back!

The engine is the worst part of this game, worst LOD I've ever seen.
