Thaler in Act V

Wikia state that he is found in royal castle but i dont see him anywhere?

I don`t believe i`ve ever seen him in Act 5 . He may have been there in the pre_EE version .

I checked both the official wiki ( http://witcher.gamepedia.com/Thaler_(NPC) ) and the one at Wikia, and they both state

not actually in the game:
I met Thaler again in the chambers of the royal castle. Foltest seems to be satisfied with the doings of his master spy, and Thaler is pleased with our collaboration.
Thaler is interested in the political situation in Vizima. He's also investigating an important case involving forgeries.

which sounds as though the journal entry (or the game files, not sure which) contains some comment about meeting him, but it definitely isn't actually in the game.
