The Downgrade of WWH Graphics.

I have one question and if there already is a thread with that question asked, please remove this post.
Has the PC version been "downgraded" from 2013 gameplay videos? If so, why and will there be a patch that perhaps enables some effects for those with the power to run it?
There are a rumor circulating that its because of the consoles?
What do you have to say about this?
- Level of horizon detail (essentially the draw distance had to be completely tuned down to tax the consoles less)
- Volume based translucency.
- Ambient occlusion and foliage / tree count.
- Flexible water simulation / tesselation we resorted to a (script texture effect similar to most games than physical based simulation)
- Ground/building tesselation.
- Forward lit soft particles (this is the fire, smoke, fog that you would encounter while going through thick terrain into open space)
- Real time reflections in the water are completely off and replaced with a cheaper render solution estimator (this is a primary reason blood splatter was also removed from water)
I myself is still buying WWH, but if the above is true will there be a patch that may activate this effects again? As it may at least for me enhance immersion.
Cant wait for may 19th much longer. ^^
