The dwarf thug in Novigrad is voiced by Blackwall of DAI

aka Alastair Parker. However, the credits only list him as "additional voices" in Witcher 3, so there may be more characters, but the moment I entered the bathhouse and heard his voice I recognized him right away. Very distinctive accent.
