Rather than having vertical progression such as increased hit points and larger damage numbers. How about they implement horizontal progression, such as resistance to certain damage types or hits applying status effects or shields that make them temporarily immune to physical damage but not shock or something.

The only progression in this game is armor value and damage scaling. If you spec into crafting you can get your armor so high enemy damage becomes meaningless and your damage so high that you one shot everything.

They could have taken advantage of quick hacks to disable enemy defenses or stun them so you can hit them with weapons, instead the quick hacks one shot the enemy as well

Part of the problem is randomized loot that "levels" to the character. Weapons and gear should have been static and the character build should have improved your damage and defenses

You don't need to spec into crafting. Armadillo mod is common and procs to epic without any perks or any extra tech attribute (just like every other common mod, like that one for weapon damage).

All you have to do is go to epic clothing locations and pick them up in a version with most mod slots thats all. You may even go with epics from stores at that point. Few K armor from that, then perks that multiply it.

Weapon damage doesn't really matter as your level sets the base DPS you do. Weapon is only a small variable there.

IMHO Skyrim with scaling enemies worked better. If you leveled quicker than intended then you had just higher level enemies. Instead of normal draugr you got draugr lords and what not that had better stats and used more tech, a.k.a shouts. If you level to 50 before meeting mr T then every quest is gray, lowest challenge rating and every boss is one-shotted.

It's your level mostly. If enemy is orange you will do much much less % damage to his HP bar than when enemy is of lower level versus you (and game doesn't scale that's why quickly most enemies are grey).

Did you saw Buzzsaw machine gun pistol? That shoots piercing rounds so every shot is like a fully charged tech weapon shot, just at a super fast fire rate. And all you need is 5 tech to craft it at your current level over and over.

Their tracking doesn't work well in every scenario so they aren't "that good". Any higher cover or z-axis difference and they don't track.

You know what will happen? People will respec out if Int and never ever return to it. There is no point waiting a minute or two as a netrunner to reset hack CDs. If quick hacks aren't supposed to be a build defining ability then way way more system changes are needed (remove some of hacks, re-do the trees, maybe even limit tech/int/cool to 10 attributes and body/reflexes to 20 with choice on weapon types and styles you want to pursue - the question is - why even for? what's the point? casuals won't re-play the game to use new systems as they never understand them or power play them).

People that know the game mechanics will just re-spec into the best build and all your "balancing" will be worth trash. People that don't know the game systems (most in such single player story games) will suddenly be punished for not knowing them - enemies will become bulet sponges/unkillable, their playstyle will suddenly become super slow and or super weak. Single player games are not competitive games.

And people will mod this game. They will make 100 meters katanas, they will make 5 x 20 stats possible, they will make any rules modification they like and you can't do nothing about it but just cry in your corner.

You can ping something in a network, if an object or person isn't connected you can't ping it. They could only trace you when you are actively using their cameras, turrets and alike.

Oda uses them for example. If you have the Wakako reward you will deflect them if not then they will try to follow you. And not surprisingly - Tyger Claws tend to have it and will deflect your smart weapons. Also some enemies shot with piercing shots hitting you through cover.

I tested a perkless run and the game is still too easy on very hard. Just grab a revolver and go to town. You can get legendary clothing from fixed locations so don't need crafting to get full set of legendary. You just sell your weapons you find to get enough credits to buy legendary components and upgrade your gear.

But you don't even need to do that, a rare revolver one shots enemies on very hard even without any perks.
