This topic has been controversial since E3 2018, and several threads about it have been closed due to far too much hostility.
As a reminder, rule #1 of this forum is to always treat others with kindness and respect, i.e. don't be rude towards anyone, including the developers.
And just like in 2018 is looks like the most hostile, condescending and "if you don't like it, go away" remarks are from the first-person clan while everyone else just wants their voice to be heard and acknowledged in some form or fashion.
I already voiced my views back in 2018, but I'll repeat myself now for posterity:
I get that third-person was just too much effort and money to implement, at any rate. Judging from the footage of NPC animations CDPR was really not playing at the top of their game when making this one. I'm guessing after the previous controversies involving pay and crunch that they were trying to go easier on employees, which is fair. And having to answer to shareholders all the time probably is a pain in the ass too, so pushing it out the door when it still needs more dev time also checks out. So I'm understanding of all those factors that are responsible for the average to above-average gameplay and animations that doesn't hold up to previous releases.
What I take issue with is the lie that this was the only way the game could have worked. The UI is still basically just Detective Mode from the Arkham series. The melee is still subpar and suffers from the typical limitations of any first-person game. The argument that the game was designed "with vertical level design in mind" immediately got blown out the window when Insomniac's Spider-Man was released and also was designed vertically, but still retained third-person and looked amazing. The argument of it breaking 'stealth' is equally lackluster since if it was THAT vital then you could have just forced people to enter into first-person mode during stealth sections. Apparently it was acceptable to the first-person crowd that you'd get shunted in third-person when taking cover in Deus Ex, or when driving in this game, so surely the opposite should apply here, right? Or is it simply blind fealty to first-person that dictates it all?
My feedback is simple: Next time, be honest with your consumers. Don't lie to us to make sure as many people keep interest in the game as high as possible, then yank the rug out from under a sizeable chunk of your player base last moment at E3 once you've milked them for publicity. If you're going to renege on promises, make sure everyone is informed, frequently, at all times, and give real explanations why: Money, work efficiency. We'll believe you when it comes to that. Just don't feed us spin. "Our artistic vision" is the excuse used by people like EAware after they went behind everyone's backs and produced an inferior product than what was promised, and they were too prideful or cowardly to admit to it. CDPR earned a ton of goodwill by presenting themselves as someone who didn't play those types of games. Don't squander it by becoming the people you brag about being different from.
