The royal palace zone

If we open the world map we can see the highlighted area of the approximate playable zone, the size of the zones seems logical as an example white orchid is smaller then velen. but if we highlight the royal palace we can see that the "playable zone" there is large and almost as big as velen.
The shape of the zone remind me of the combied playable areas in the witcher 1.

It seems like cdprojekt red started to create vizima and its surrounding area and scrapped it in mid production.

I don't think the zones represent sizes in the actual game world. Velen is arguably bigger than Skellige but on the map the zone for Skellige is much bigger.
 
No Skellige is much bigger than Velen, You will see that with some quest trackers. You often get distances of several thousand up to 4000 meters and in Velen+Novigrad the maximum possible distance is barely that. Its just that Skellige is full of water so it feels smaller.

On the map the land mass of Ard Skellige has almost the dimensions of whole Velen. That's definitely not true. So the map doesn't represent the dimensions in the real game on a 1 to 1 scale.
