Well in Witcher 2 all conversations you took part looked like cut scenes anyway, and it was great!you do realize its already been confirmed that this is an open world game right? Again, not sure why you feel there would have to be cut scenes.
I don't see why vast, open spaces has to be difficult / resource heavy. Fallout 3 / New Vegas did it, Red Dead Redemption did it....as far as going to and fro Night City and the wasteland on the same "map"....that's stretching it, there would have to be load times to load up the wasteland. Thats the only way I see it working out.

you are right the size of the wasteland isnt so much importantSingapore...
But yes, The wasteland would not need to be all that huge. To the north, east and west of Night City is the sea. Only to the south is there any actual land.
I said before, at some point, that I would like to see a 'floating shanty town' built in one of the harbours.
I don't mind cut-scenes for 'fast-traveling' if the option is there, (whcih I hope it is,) though I don't see a need for them otherwise. Fallout has a pretty big wasteland and the only loading screens are to different environments. Loading screen wont be needed for the msot part, though I expect a few at some point.
I always thought the game is going to be freedom based. I would hate it if it had a non-branching storyline. If you have a corp background, you should be able to leave the corp life and build your Nomad tribe. Or if you have a fixer background, you should be able to leave all that and join the corps. (Assuming one would give you the opportunity to do so for a price.) And you may not even have to leave everything behind, you can be both nomad and a corp. You can't start as "Nomad/Corp" but you can do that later in game. Also, what kind of nomadic society you can have would heavily depend on your background, for instance, a nomadic society lead by a corp guy would be more like mercenaries, while a nomadic society lead by a cop or more likely ex-cop would be Mad Max like. (For the lack of a better word)I like the idea a lot, but it does sound more like a DLC type of thing. Unless the story that they are trying to tell with the game is very Nomad-centric this would seem like a lot of time spent 'off topic' as it were. I certainly do want to have Nomad bands that I can interact with (i.e. shoot the crap out of those homeless scum).
And if there is room for role specific quest lines like the one you described I would like there to be similar ones for the other roles. Also I would like to be able to interact with those story lines, probably in a more limited fashion, from the outside, as seen from a different role's perspective.
Anyway I think that being able to see and interact with what the the American wasteland has become is an important way to set the tone and theme for Cyberpunk in Night City.
Just to give you a general idea:what should this wasteland look like?
