The pre-downloader makes a Registry entry on the PC you use for downloading. It uses this to remember where it is and where the pre-downloaded files are. If you move those files, the Registry entry will be wrong; if you take them to another PC, the Registry entry won't exist. So at this point, no, you cannot use the pre-download on a PC other than the one you downloaded to. This may change, once the complete download is available.
Yes it works, at also did with my Steam version, but note that is only the download, not the patch. Remember that every single patch since the game launch had to be "steamversionised" to be able to update The Witcher 2 Steam version.Teimurazor said:

Im pretty sure that after the 17th when we finished the whole package, it will work like the normal full patch. we can move, burn it to a dvd, put it on a usb drive etc. Otherwise it a really retarded system.

At this point, the files in the pre-download are locked to the host and location they are downloaded to. They cannot be moved or transferred to another host without Registry manipulation. It would be foolhardy to recommend to any number of readers of unknown skill that it is OK for them to risk bricking their PCs by doing so.
This may change once the completer becomes available. We do not know whether or how it will change, and we have no inside information, so we cannot predict anything of the kind, and I won't stick my neck out by saying you will be able to move the files to another host before a developer has said so for the record.

guys, I have the retail edition of Witcher 2 and these days I was downloading the 10,59 gigabytes (I think) pre-load (with some pauses) when , at the last 1.7 gigabytes a window popped out and told me that the download failed!! :'( These files are those that will be available at 17? or it is sth else??
